Ulrin, a born underdog is tasked with getting an unacknowledged Defense Intelligence Agency (DIA) black budget program known as STAR ENVOY up and running. Ulrin locates and recruits civilians with extraterrestrial connections for government service as "ambassadors". Along the way he is helped by different species working within the government while navigating other unseen forces which threaten to destroy the program. Will it be a failure of cosmic proportions?
