From the bustling metropolis of Mumbai, Hell or High Water immediately journeys into the rural regions of the state of Maharashtra, where the intersection of water scarcity, climate change, and migration, have wreaked havoc on both the land and its people. This very similar problem plays out in two drought-hit regions - Mokhada and Kulalwadi. The fundamental thought behind one's transformation might hold the solution for the other, and for many such regions. The film is experienced through the 90-year-old artist, author, and water warrior, Aabid Surti, who becomes our eyes and ears on ground.
